Lubbock Emergency Communication District

District office hours are 8:00am to 5:00pm, Monday through Friday.


CLEC stands for Competitive Local Exchange Carrier and refers to communication providers doing business within the jurisdiction of the District. Each CLEC conducting business in Lubbock County or the City of Plainview must have a contract on file with the District prior to signing its first subscriber. This insures a line of communication is established between LECD and the CLEC so each new subscriber can be properly added to the 9-1-1 database and associated service fees are properly remitted.

Current Service Fee Rates

The current service fee rates for the District reflect a percentage of the monthly base rate of the principal service supplier, AT&T. The current rates are as follows:
