Lubbock Emergency Communication District

District office hours are 8:00am to 5:00pm, Monday through Friday. The District offices will be closed on Monday, December 24th.


This section contains definitions and online resources which pertain to 9-1-1. Below, you will find an abbreviated list of commonly used terms and their definitions which are frequently used in the 9-1-1 industry.

ANIAutomatic Number Identification. Feature that displays the caller's telephone number on a console at the PSAP.
ALIAutomatic Location Identification. Feature that displays the name and address associated with the calling telephone number. Additionally, the appropriate responding police, fire, and EMS agencies are displayed to the 9-1-1 call taker.
DistrictThe entity that provides enhanced 9-1-1 service in Lubbock County and the City of Plainview. A Board of Managers appointed by participating jurisdictions governs the District.
E9-1-1Also known as Enhanced 9-1-1, it is the system that is operational in Lubbock County providing selective routing (SR), ANI and ALI.
GISGeographic Information Systems. The technology used to develop the mapped display of Lubbock County.
Phase IThe Federal Communication Commission (FCC) mandate to the wireless telephone industry and 9-1-1 requiring the proper routing of wireless 9-1-1 calls to PSAPs and the provision of the callers' ANI to the telecommunicators.
Phase IIThe feature that provides the geographic location of wireless callers, in addition to the FCC's Phase I enhancements.
PSAPPublic Safety Answering Point. The location of the equipment used to answer 9-1-1 emergency calls.
SRSelective Routing is the system that automatically routes the call to the appropriate PSAP based on the caller's location. This eliminates the need for manual routing by the call taker. Also, the caller is not required to determine which public safety agency to call.
VoIPVoice over Internet Protocol. The technology that provides telephone services over computer networks. The service may not provide any or all of the features of E9-1-1. Subscribers should check with their vendor to determine the level of 9-1-1 services available.
